Topic:  Lean Six Sigma and Change Management Adoption: A Practical Guide for State Government

Delaware has built a strong foundation for continuous improvement through the GEAR program, the Continuous Improvement Practitioner (CIP) training, and the newly launched Project & Process Leadership and Operational Excellence programs. With $110M+ in documented ROI and 110+ trained practitioners across 23 state organizations, the infrastructure exists, but adoption remains uneven across agencies.

This presentation offers practical strategies for expanding Lean Six Sigma and organizational change management beyond early adopters, addressing common barriers to agency-wide implementation, and sustaining momentum as the state pursues major modernization initiatives including ERP transformation.

Presenter:  Everett Ross; Principal, Ross Consulting

Everett has spent more than 20 years in the private and public sectors as a leader across multiple industries and disciplines, including banking & finance, higher education, state & local government, mergers and acquisitions, shared services, business optimization, and strategic planning. Prior to launching Ross Consulting, Everett served as the Director of Ohio Shared Services providing back office fiscal services to all State of Ohio Agencies & employees.

Managing Teams with Servant Leadership

Time: 9:30 AM – 12:00 PM (doors open at 9:00 AM)

Location: UD Paradee Building – 69 Transportation Circle, Dover

During this engaging presentation, we will explore what truly motivates the average team member and demonstrate how servant leadership principles can be applied to inspire and empower others.

Servant Leadership is a philosophy and set of practices that enrich the lives of individuals, strengthen organizations, and contribute to a more just and caring world. This unique leadership approach prioritizes the needs of the community, customers, and employees—aligning them with organizational strategy and culture to drive meaningful results.

Our discussion will examine the Seven Pillars of Servant Leadership and the ten key characteristics that define effective leaders: listening, empathy, healing, awareness, persuasion, conceptualization, foresight, stewardship, commitment to the growth of people, and building community.

Participants will leave with practical insights, lessons learned, and actionable strategies to foster a more satisfying, collaborative, and productive project environment.
